A Tribute to a Pioneer of Forensic Biology Education in South Africa
The Final Chapter of a Historic Qualification, Dedicated to a Remarkable Educator
In 2010, the National Certificate: Forensic Biology (SAQA ID 57977, NQF 6) was registered by the South African Qualifications Authority as the first qualification of its kind in South Africa. Its registration marked a milestone in the formalisation of forensic biology education and training and reflected the work of committed experts who believed that this specialised field deserved a recognised place in South Africa’s learning landscape. Among those who made a lasting contribution was Dr N.J.C. Olivier.
Dr Olivier served as Vice-Chairperson of the Standards Generating Body for Forensic Science, which, under the guidance of SASSETA, developed this landmark qualification. His contribution helped shape a programme that would go on to create learning opportunities for aspiring forensic practitioners across the country.
His academic and professional journey reflected depth, dedication, and purpose. He held a PhD from UNISA, with a dissertation titled "The Principles of Proactive Policing with specific reference to the South African Police". He also completed a Master’s degree titled "Interviewing as a method during crime investigation", preceded by Bachelor’s and Honours degrees in Police Science.

Over a 30-year career in the South African Police Service, Dr Olivier served first as a Detective and later in the Education component. He then continued his service to the field in higher education as Chief Lecturer in Investigation of Crime at Technicon SA (now UNISA) for 10 years. Even after retirement, he remained committed to developing others through the co-supervision of D-Tech and M-Tech: Forensic Investigation students at UNISA until his passing on 10 April 2021.
His influence was also deeply felt at Forensic Academy Africa, an accredited Skills Development Provider for the National Certificate: Forensic Biology (SAQA ID 57977) since 2012, under SASSETA accreditation number 081985269877. Through this accreditation, more than 100 students studied this qualification, and Dr N.J.C. Olivier played a pivotal role in that journey of learning, mentorship, and professional growth.
As South Africa prepares to close a significant chapter in forensic education, we pause to honour his legacy. After a 16-year run, the National Certificate: Forensic Biology (SAQA ID 57977, NQF 6), in its current form as a Legacy Qualification, will no longer have learner uptake from 30 June 2026. Quality Bodies and industry stakeholders are currently realigning the qualification to the Occupational Framework. This makes 2026 not only a year of transition, but also a fitting moment to remember one of the people who helped lay the foundation for forensic biology education in this country.
To commemorate the five-year anniversary of Dr N.J.C. Olivier’s passing, and to honour his contribution to forensic biology education in South Africa, Forensic Academy Africa is offering a special tribute promotion from April to June 2026.
